Supervising Counselor (Chuckawalla Valley State Prison, CA)


Reporting to the Associate Program Director, the Supervising Counselor is responsible for supervising up to eight (8) AOD Counseling staff and evaluating staff performance and providing applicable coaching and training.


  • Supervise up to eight (8) AOD Counseling staff;
  • Evaluate staff performance and provide applicable coaching and training;
  • Have knowledge of the AOD certification process and regularly monitor counseling staff progress towards achieving and maintaining valid AOD certification;
  • Supervise the orientation and intake processes of all participants newly assigned to programming;
  • Approve and monitor treatment/action plan development;
  • Track all participants (i.e. names of all participants in the program, counselors assigned to participants, stage of program participation, etc.);
  • Provide training, oversight and monitoring of all ARMS documentation to ensure compliance with the terms of this Agreement;
  • Provide training to AOD Counseling staff, including OMCP Mentors;
  • Be responsible for the coordination and supervision of OMCP Mentors assigned to the program;
  • Provide support and additional resources to ensure OMCP Mentors complete the work experience portion of the certification process, including practice of all twelve (12) Core Functions;
  • Provide clinical verification of internship hours for AOD Counseling staff and OMCP Mentors;
  • Verify and record, by the 5th of the month, each OMCP Mentor's monthly internship hours accrued during the previous month, utilizing CDCR's OMCP Verification of Internship Hours form in ARMS; and
  • Work collaboratively with CDCR/CCHCS and institution staff.
  • Attends all required staff training sessions in accordance with Phoenix House and state licensing requirements, completes all training on time
  • Attends and participates in program and all staff meetings
  • Adheres to and promotes the Phoenix House Mission, Vision, and Values while acting as a role model for others
  • Other duties as assigned


The incumbent in this position Supervised up to eight (8) AOD Counseling Staff


The Supervising Counselor shall be certified as an AOD Counselor, with a certifying organization recognized by DHCS, unless exempt per Section XI. CONTRACT PERSONNEL, letter H. AOD Certification.

  • The Supervising Counselor, if not exempt, shall be AOD certified at a level that allows the Supervising Counselor to provide clinical verification of internship hours for AOD Counseling staff and OMCP Mentors. The Supervising Counselor shall have a working knowledge of SUDT programs and must meet at least one (1) of the following requirements:
    • A minimum of a bachelor's degree in a social service-related field and two (2) years of experience providing SUDT services, as a certified AOD Counselor, at a responsibility no less than a Journey Level Counselor; or
    • An associate degree in a social service-related field and four (4) years of experience providing SUDT services, as a   certified AOD   Counselor, at   a responsibility no less than a Journey Level Counselor; or
    • Six (6) or more years of experience providing SUDT services, as a certified AOD Counselor, at a responsibility no less than a Journey Level Counselor.
  • Must maintain a valid California Drivers' License, have proof of automobile insurance and maintain a safe driving record based on Phoenix House policy
